The percentage decline in exports during the period 2006-2011 is more than the percentage decline in exports during 2012-2017 by approximately

Percentage decline during the 2006 to 2011 period = (Difference between exports in 2006 and 2011 / 2006 exports) * 100

Percentage decline during the 2006 to 2011 period = $$\dfrac{280-220}{280}\times100=21.42\%$$

Percentage decline during the 2012 to 2017 period = (Difference between exports in 2012 and 2017 / 2012 exports) * 100

Percentage decline during the 2012 to 2017 period = $$\dfrac{210-200}{210}\times100=4.76\%$$

Thus, the first percentage is more than the second percentage by $$21.42-4.76=16.66$$, which is approximately $$16.5$$.
