We need to find the highest possible value of the ratio of a four digit number and the sum of its four digits is:
Let us see the minimum four-digit number
1000
The ratio will be $$\frac{1000}{1+0+0+0}=1000$$
Similarly, for the maximum four-digit number
9999
The ratio will be $$\frac{9999}{9+9+9+9}=277.75$$
The ratio will be maximum when the numerator is maximum and the denominator is minimum.
But as we increase the numerator, the denominator is also increasing.
This results in a decrease in the overall ratio.
Also, from the given options, we see that the maximum ratio can be 1000.
Thus, it is the correcr answer.
