As the no of students remain same i.e let's say 'N' students total :
Initial Sum of stipends of all = 20,000(N)
Now, as the stipend is increased to 22,000 for every student, the Final sum of stipends = 22,000(N)
Therefore, the new average = $$\dfrac{22,000(N)\ }{N}$$ = 22000.
