(9-6)*2 = 6
(7-2)*4 = 20
(11-4)*3 = 21

The third number is the square of the difference between the second and the first number.
$(10-7)^2 = 3^2 = 9$
$(12-8)^2 = 4^2 = 16$
$(?-9)^2 = 64$

Each number is used only once and the sums of numbers along both the diagonals are equal.
