In these GrAMs, the physical infrastructure will be strengthened using MGNREGA and other Government Schemes.<\/li>\n<li>An <strong>Agri-Market Infrastructure Fund<\/strong> with a corpus of <strong>Rs 2000 crore<\/strong> will be set up for developing and upgrading agricultural marketing infrastructure in the <strong>22000 Grameen Agricultural Markets (GrAMs)<\/strong> and <strong>585 APMCs<\/strong><\/li>\n<li>A sum of <strong>Rs 200 crore<\/strong> is allocated to support organized cultivation and associated industry<\/li>\n<li><strong>Prime Minister Krishi Sampada Yojana<\/strong> is a flagship programme aimed at boosting investment in food processing<\/li>\n<li><strong>Allocation of Ministry of Food Processing<\/strong> is being doubled to <strong>1400 crore<\/strong> in 2018-19<\/li>\n<li>Government proposed to launch an \u2018\u2018<strong>Operation Greens\u2019\u2019<\/strong> and a sum of <strong>Rs 500 crore<\/strong> is allocated for this purpose to promote Farmer Producers Organizations (FPOs), Agri-logistics, Processing facilities and professional management.<\/li>\n<li>India\u2019s agri-exports potential is as high as <strong>US $ 100 billion<\/strong> against current exports of <strong>US $ 30 billion<\/strong>.<\/li>\n<li>It is planned to liberalize the export of agri-commodities and also set up state-of-the-art testing facilities in all the <strong>42<\/strong> Mega Food Parks<\/li>\n<li>Government proposed to extend the facility of <strong>Kisan Credit Cards<\/strong> to fisheries and animal husbandry farmers to help them meet their working capital needs.<\/li>\n<li>Bamboo is phrased as <strong>\u2018Green Gold\u2019<\/strong>.<\/li>\n<li>Bamboo grown outside forest areas has been <strong>eliminated<\/strong> from the definition of trees. It is proposed to launch a Re-Structured National Bamboo Mission with an outlay of <strong>Rs 1290 crore<\/strong> to promote bamboo sector in a holistic manner.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>It is planned to expand<strong> the Scope of a Long-Term Irrigation Fund (LTIF)<\/strong> would be to cover specified command area development projects.<\/p>\n<p>It is Proposed to set up a two funds with an outlay of <strong>Rs 10,000 Crore<\/strong><\/p>\n<ul>\n<li><strong>Fisheries and Aquaculture Infrastructure Development Fund (FAIDF)<\/strong> for Fisheries Sector and<\/li>\n<li><strong>Animal Husbandry Infrastructure Development Fund<\/strong><\/li>\n<\/ul>\n<p>(AHIDF) for financing infrastructure requirement of Animal Husbandry sector.<\/p>\n<p>The volume of institutional credit for agriculture sector from year-to-year from <strong>Rs 8.5 lakh crore in 2014-15 <\/strong>to <strong>Rs 10 lakh crore in 2017-18<\/strong>. In urban areas the assistance has been sanctioned to construct <strong>37 lakh houses<\/strong><\/li>\n<li>It is proposed to establish a dedicated <strong>Affordable Housing Fund (AHF) in National Housing Bank<\/strong>, funded from priority sector lending shortfall and fully serviced bonds authorized by the Government of India<\/li>\n<li>Loans to Self Help Groups of women increased to about <strong>Rs 42,500 crore<\/strong> in <strong>2016-17<\/strong>.<\/li>\n<li>It is anticipated that the loans to SHGs will increase to <strong>Rs 75,000 crore by March, 2019<\/strong>. Substantially an increase in allocation of National Rural Livelihood Mission to <strong>Rs 5750 crore in 2018-19<\/strong> is proposed.<\/li>\n<li>An amount of <strong>Rs 2,600 Crore<\/strong> is allocated for <strong>Ground water irrigation scheme<\/strong> under <strong>Prime Minister Krishi Sinchai Yojna<\/strong>&#8211; Under this sheme,<strong> 1,000 <\/strong>best B.Tech students each year from premier institutions will be selected and will be provided with facilities to do Ph.D in IITs and IISc, with a handsome fellowship.<\/li>\n<li>Estimated schematic budgetary expenditure on <strong>health, education and social protection<\/strong> for 2018-19 is `<strong>1.38 lakh crore<\/strong> against estimated expenditure of `<strong>1.22 lakh crore<\/strong> in 2017-18.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><strong>MSME &#8211; Annual budget 2018-2019:<\/strong><\/h3>\n<p>&nbsp;<\/p>\n<p>MSME-Ministry of Micro, Small &amp; Medium Enterprises concerning the development of\u00a0small, micro and medium industries.<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>It is proposed to onboard Public-Sector Banks and Corporates on\u00a0<strong>Trade Electronic Receivable Discounting System (TReDS) platform<\/strong> and link this with <strong>GSTN<\/strong>. Online loan sanctioning facility for MSMEs will be revamped for prompt decision making by the banks<\/li>\n<li>MUDRA Yojana launched in April, 2015 has led to sanction of<strong>`4.6 lakh crore in credit from 10.38 crore MUDRA loans<\/strong>. <strong>76% of loan\u00a0<\/strong><strong>accounts are of women<\/strong> and more than <strong>50% belong to SCs, STs and\u00a0<\/strong><strong>OBCs<\/strong>. State level plans of `<strong>77,640 crore<\/strong> for 500 cities have been approved. Water supply contracts for 494 projects worth`<strong>19,428 crore<\/strong> and sewerage work contract for <strong>272 <\/strong>projects costing<strong>`12,429 crore<\/strong> has been awarded.<\/li>\n<li>Government has targeted to complete National Highways exceeding <strong>9000 kilometers<\/strong> length during <strong>2017-18<\/strong>.<\/li>\n<li>Ambitious <strong>Bharatmala Pariyojana<\/strong> has been approved for providing seamless connectivity of interior and backward areas and borders of the country to develop about <strong>35000 kms in Phase-I<\/strong> at an estimated cost of `<strong>5,35,000 crore<\/strong>.<\/li>\n<li>To raise equity from the market for its mature road assets, <strong>NHAI<\/strong> will consider organizing its road assets into <strong>Special Purpose Vehicles and use innovative monetizing structures like Toll, Operate and Transfer (TOT) and Infrastructure Investment Funds (InvITs).<\/strong><\/li>\n<li><strong>Railways\u2019 Capex<\/strong> for the year <strong>2018-19<\/strong> has been pegged at `<strong>1,48,528 crore<\/strong><\/li>\n<li><strong>18,000 kilometers<\/strong> of doubling, third and fourth line works and <strong>5000 kilometers of gauge<\/strong><\/li>\n<li><strong>conversion<\/strong> would eliminate capacity constraints and transform almost entire network into Broad Gauge &#8211; <strong>4000 kilometers<\/strong> are targeted for commissioning during 2017-18<\/li>\n<li>Adequate number of rolling stock <strong>\u2013 12000 wagons<\/strong>, <strong>5160 coaches<\/strong> and approximately <strong>700 locomotives<\/strong> are being procured during 2018-19.<\/li>\n<li>A decision has been taken to eliminate <strong>4267 unmanned level crossings<\/strong> in the broad gauge network in the next two years.<\/li>\n<li>Redevelopment of <strong>600<\/strong> major railway stations is being taken up by Indian Railway Station Development Co. The Government has also initiated the process of strategic disinvestment in 24 CPSEs. It includes <strong>strategic privatization of Air India<\/strong><\/li>\n<li><strong>Three public sector general insurance companies National Insurance Company Ltd., United India Assurance Company Limited and Oriental India Insurance Company Limited<\/strong> will be <strong>merged<\/strong> into a single insurance entity and will be subsequently listed.<\/li>\n<li>The Government introduced <strong>Exchange Traded Fund Bharat-22<\/strong> to raise `<strong>14,500 crore<\/strong>, which was over-subscribed in all segments.<\/li>\n<li>2017-18 <strong>Budget Estimates for disinvestment<\/strong> were pegged at the highest ever level of <strong>`72,500 crore<\/strong>. Government has already exceeded the budget estimates. And assuming receipts of `<strong>1,00,000 crore in 2017-18<\/strong>. Disinvestment target for 2018-19 is `80,000 crore.<\/li>\n<li>Bank recapitalization program has been launched with bonds of `<strong>80,000 crore<\/strong> being issued this year. All senior citizens will now be able to claim benefit of deduction up to `50,000\/- per annum in respect of any health insurance<\/li>\n<li>premium and\/or any general medical expenditure incurred.<\/li>\n<li>It is proposed to extend the <strong>Pradhan Mantri Vaya Vandana Yojana up to March, 2020<\/strong> under which an assured return of <strong>8%<\/strong> is given by <strong>Life Insurance Corporation of India<\/strong>. The existing limit on investment of `<strong>7.5 lakh per senior citizen<\/strong> under this scheme is also being enhanced to <strong>`15 lakh<\/strong>.<\/li>\n<li>It is proposed to tax long term capital gains <strong>exceeding <\/strong>`<strong>1 lakh <\/strong>at the rate of <strong>10% <\/strong>without allowing the benefit of any indexation.<\/li>\n<li>It is proposed to reduce customs duty on raw cashew from <strong>5% to 2.5%<\/strong> to help the cashew processing industry.<\/li>\n<li>Increased customs duty on mobile phones from <strong>15% to 20%<\/strong>, on some of their parts and accessories to <strong>15%<\/strong> and on certain parts of TVs to <strong>15%<\/strong> to promote creation of more jobs in the country<\/li>\n<li>It is proposed to abolish the <strong>Education Cess and Secondary and Higher<\/strong><\/li>\n<li><strong>Education Cess on imported goods<\/strong>, and in its place, imposing a <strong>Social Welfare<\/strong><\/li>\n<li><strong>Surcharge, at the rate of 10% of the aggregate duties of Customs<\/strong>, on imported goods, to provide for <strong>social welfare schemes of the Government.<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><strong>MISCELLANEOUS Main key points in Union Budget this year 2018:<\/strong><\/h3>\n<ul style=\"list-style-type: disc;\">\n<li>A Scheme will be launched called as <strong>Galvanizing Organic Bio-Agro Resources Dhan (GOBAR-DHAN)<\/strong> for management and conversion of <strong>cattle dung and solid waste<\/strong> in farms to compost, fertilizer, bio-gas and bio-CNG.<\/li>\n<li>Sukanya Samriddhi Account Scheme launched in January 2015 has been a great success. Until November, 2017 more than <strong>1.26 crore <\/strong>accounts have been opened across the country in the name of girlchild securing an amount of <strong>`19,183 crore<\/strong><\/li>\n<li>Government has earmarked `<strong>150 crore<\/strong> for the year 2018-19 for the activities leading to the Commemoration of the 150th birth anniversary of Mahatma Gandhi, Father of the Nation, from 2nd October, 2019 to 2<sup>nd<\/sup> October 2020.<\/li>\n<li>With the roll out of GST, I propose to change the name of <strong>Central Board of Excise and Customs [CBEC]<\/strong> to <strong>Central Board of Indirect Taxes and Customs (CBIC).<\/strong><\/li>\n<li>A total of <strong>187 projects<\/strong> have been sanctioned under the Namami Gange programme for infrastructure development, river surface cleaning, rural sanitation and other interventions at a cost of <strong>Rs16,713 crore<\/strong>. <strong>47 projects have been completed and remaining projects are at various stages of execution<\/strong>.
